Material certification is the deliverable

On a project working to Norwegian offshore practice, a component without the correct material documentation is not a component — it is an item that cannot be installed, however well it performs. The distinction that catches people is between a general certificate of conformity and a certificate tied to the actual heat of material, inspected independently. The second is what tends to be required and it has to be requested before manufacture, not after delivery.
