Supplying Singapore, in detail

Do hydraulic hose and fittings need product certification to enter Singapore?

No. Singapore regulates a defined list of controlled goods, and hydraulic hose, fittings, adapters and valves are not on it, so there is no product certificate to obtain before shipment and no inspection to book. Customs clears against the importer’s TradeNet permit, raised on our commercial invoice and packing list. That makes Singapore the lightest documentary regime on our network: the part list, not the paperwork, is where an order goes right or wrong.

Who raises the TradeNet permit, us or the importer?

The importer raises it, through Singapore Customs, before the goods arrive. We supply what the permit is built on: a commercial invoice and packing list prepared while the order is picked, a Dubai Chamber attested Certificate of Origin before dispatch, and the bill of lading or air waybill on dispatch. Where the order calls for material and test certificates, those travel with the goods rather than following by email.

Why does the Jebel Ali to Singapore sailing run faster than most lanes you ship?

Because it is a mainline service with no transhipment. Jebel Ali to Singapore is one of the busiest routings in the network, so sailings are frequent and full container loads typically arrive in 12–16 days from dispatch. Small mixed orders consolidated out of Jebel Ali take 16–22 days. With no certification step to wait on, the freight time is very close to the whole lead time, so a stock order behaves much like a domestic one.

Is it worth air-freighting into Changi?

Rarely, and mainly for a line that is down. Air freight from DXB to SIN takes 2–4 days against 12–16 by sea, and on a lane with frequent sailings the sea option is seldom far away. Air earns its cost for a vessel waiting on a single assembly, a piling rig stopped on a fixed construction programme, or a shutdown spare that was missed. For planned maintenance, ship by sea and save the difference.

Will you ship beyond Singapore to our yards in Batam or elsewhere in the region?

We quote to Singapore as standard. Most buyers here consolidate and forward onward themselves, and their forwarder handles the regional leg better than we would from Dubai. If you want us to quote a leg beyond Singapore, we will, per consignment. Either way, tell us at order how the goods will be split, so the packing list and case marks follow your consolidation plan and nothing has to be unpacked to be re-sorted.

Can you supply items to a class society requirement for Singapore-flagged or Singapore-repaired vessels?

Yes, where the specification names one. Tell us the class society and the approval you need at quotation, and we will say plainly whether each item carries it rather than shipping and letting the surveyor find out. For yard repair and conversion work, that check is best done line by line against the repair specification, because a single item without the right approval can hold a survey.

Do bunker and cargo transfer hoses ship with their test certificates?

Yes, and they should never ship without them. A transfer hose between a vessel and a shore installation carries a test certificate from new and is re-tested at defined intervals for its working life, with the records kept by the operator. An assembly delivered without its original certification cannot be brought into a compliant regime afterwards, so we treat the documentation as part of the specification and issue it with the goods.

Can you crimp hose assemblies to length for yard and rig work in Tuas?

Yes. Assemblies are made up in Dubai, pressure-tested and tagged before packing, so they arrive ready to fit. Send the bore, the end fittings and thread, the working pressure and the length between fitting faces, or a photograph of the failed assembly with its layline. For refit packages, a list keyed to the equipment tag lets us mark each assembly so the fitter on the rig does not have to identify it.

Do you supply lifting slings and shackles for Singapore shipyard and offshore work?

Yes. Wire rope and chain slings, shackles, hooks and rigging hardware ship from Dubai marked with their working load limit and with the manufacturer’s test certificates the order calls for, on the same consignment as hydraulic parts. Examination on site stays with your appointed lifting inspector. If the yard’s or contractor’s lifting plan names a certificate format, send it at quotation and we confirm the document set before the order is placed.

Can you supply wellhead and flow iron for rig refit packages in Singapore?

Yes. We supply TechnipFMC, Cameron (SLB), SPM, Anson, Stream-Flo and WOM equipment, so wellhead components, valves and flow iron can be quoted alongside hydraulic hose on one consignment to the yard. Pressure rating, end connections and material class are confirmed per line at quotation, together with the material and test certificates the refit specification calls for, so the documents arrive with the goods.

Which delivery terms suit a buyer on Jurong Island or in Tuas?

Most buyers take CIF Singapore and clear through their own forwarder. DAP to your site — a Jurong Island plant or a Tuas yard gate — moves the local delivery to us. FOB Jebel Ali suits buyers with their own freight contract, and EXW Dubai works for a nominated forwarder. All four are quoted under Incoterms 2020, and the choice mainly decides who handles the TradeNet permit timing and the last few kilometres.

What should a Singapore enquiry include so you can quote it in one pass?

Part numbers or a description with size, thread and pressure for each line; quantities; the delivery point; and whether the goods stay in Singapore or move on to another country. Add any class society approval or certificate the job needs, and for transfer hose the service and test requirements. With that, the quotation states freight mode, Incoterm and the full document set, and nothing has to be revisited at order.
