A gate actuator that operates a handful of times a month spends almost all of its life stationary, and stationary is where seals take a set, where fluid separates and where corrosion starts on a rod that is not being wiped. Wear is barely the issue. What matters is the condition of a system between operations: rod protection, fluid that has not degraded sitting in a reservoir for months, and seals chosen for long static periods rather than for high cycle counts. It is the opposite of the specification logic that serves mobile plant, and applying mobile-plant thinking to it produces components that fail early.
