Supplying Russia, in detail

Why is a Russian enquiry screened before you will quote?

Because Russia sits under extensive European, American and British sanctions measures, the United Arab Emirates operates its own re-export regime on top of that, and hydraulic and oilfield equipment is among the categories most likely to engage dual-use and end-use controls. Before any quotation we check who the buyer is, what the equipment is for and where it will be installed. Where we cannot satisfy ourselves we decline plainly at that stage, rather than accepting an order and withdrawing later.

Which documents does a consignment to Russia need once screening clears?

An EAC declaration or certificate of conformity raised in the importer’s name before the goods move, GOST conformity where the line is regulated, a Certificate of Origin attested by the Dubai Chamber, and material and test certificates where the order calls for them. None of this starts until counterparty and end-use screening has cleared — the documents follow the screening, never the other way round.

Is an EAC certificate required for hydraulic hose imported into Russia?

Yes, for goods inside the Eurasian Economic Union technical regulations, and it is raised in the importer’s name. The scope over hose assemblies and accumulators is worth confirming per product rather than assuming, so send the part list with the enquiry and, once screening has cleared, we will set out line by line what the conformity file needs.

Which port do goods arrive at — Novorossiysk or St Petersburg?

Novorossiysk is the default: sea freight from Jebel Ali through Suez and the Bosphorus, typically 20–28 days from dispatch, subject to screening. St Petersburg serves the north-west where the routing permits. The routing is confirmed per consignment after screening clears and stated on the quotation; we do not assume a route that is not available at the time.

How do goods reach Moscow, the Volga region or the Urals from Novorossiysk?

By rail inland, on a sea-and-rail band of typically 28–40 days for destinations beyond the southern regions. That inland leg is quoted per consignment rather than published. For a line-down order, air freight at three to six days is quoted where the routing permits — and, like every other mode on this lane, only once screening has cleared.

Will you commit to a delivery date for Russia?

To the port, within the 20–28 day band, once screening has cleared. Beyond the port the inland leg is quoted per consignment rather than published, because rail and road availability varies more than a page can usefully state. What we will not do is give a date before screening is complete, since the quotation itself waits on it.

Do you stock GOST-pattern couplings, or are they a special order?

Stocked, as a catalogue range of couplings, adapters and caps rather than a special order. In Russia GOST is the native fitting rather than an export requirement, and we hold it alongside DIN, BSP, JIC and ORFS, so a machine built in Italy or Türkiye for a Russian site and the older GOST plant beside it can be covered by one Estimate.

Our fleet mixes GOST and DIN machines — can you bridge the two standards?

Yes, and we would rather specify the adapter than leave it to be improvised at the machine. Tell us what is on each end — the GOST thread and seat on one side, the DIN, JIC or BSP connection on the other — and we quote a defined adapter or a hose assembly with the correct end at each side. Seats that seem to tighten but do not match are a common source of leaks on mixed fleets.

Which hose do you specify for sites in Siberia and the far north?

Low-temperature material, for anything working outdoors east of the Volga or in the north. A standard compound stiffens well above the temperatures those sites see and can crack when flexed cold, so we specify low-temperature hose and seals and say plainly when a catalogue item is unsuitable. Give us the minimum ambient at the site with the enquiry.

Can hose assemblies for Russian plant be built to length with GOST ends?

Yes, subject to the same screening as any other line. Assemblies are made up to length in Dubai with GOST, DIN, BSP, JIC or ORFS ends as the machine needs, crimped and pressure-tested, and tagged with the hose, fittings and test date. Specify low-temperature hose for outdoor duty and tell us the connection at each end; we build to that rather than to a nearest equivalent.

What do you need from a Russian buyer to start a quotation?

The buyer’s company details, who the end user is, what the equipment is for and where it will be installed, with the part list and quantities. Screening runs first on that information. Only when it clears do we issue a USD quotation with the routing confirmed for that consignment, terms such as CIF Novorossiysk, DAP site, FOB Jebel Ali or EXW Dubai, and the EAC documentation noted.
